This regal scepter seems made of ice and is set with sapphires. Though the scepter is cold to the touch, its wielder nevertheless feels warm and comfortable in the coldest wind.
Enchantment: +2 to attack rolls and damage rolls
Critical: +1d8 cold damage per plus (+2d8)
Property: You gain a +2 item bonus to the damage rolls of cold attacks made with this implement.
Power(Encounter): Standard Action. You use freezing burst (wizard 1). You can use Intelligence, Wisdom, or Charisma for the attack rolls and the damage roll.
Power(Daily): Free Action. Trigger: You hit an enemy with a cold power using this implement. Effect: Every target hit by the power is immobilized (save ends).

Lia with Ice Scepter: +8 attack, 1d6+8 cold damage
While we are not certain of its origin, we do know that the Ice Scepter was a weapon of the Winter King. A young thief named Marko stole it from his frozen grip while lost in the Cairngorn Peaks, leading to the Winter King’s awakening. Marko later joined our heroes in returning to the Cairn of the Winter King. While some gnome illusionists forced them to give up the scepter and then gave it back to the Winter King, the party eventually fought through the cairn, defeated the Winter King, and took the scepter back (along with the Crown of the Winter King).
After returning to Fallcrest and then setting out on a new mission, the heroes were ambushed by vampires, undead, werewolves, and other nasty creatures. The vampires stole the crown and scepter, though at the current moment the battle still rages and the scepter could possibly be recovered.
